In accordance with the relevant regulations of the National Energy Administration and under the commission of the Sichuan Provincial Energy Administration and the Yunnan Provincial Energy Administration, China Renewable Energy Engineering Institute (referred to as "CREEI") organized an acceptance expert group to conduct on-site acceptance of impoundment to the normal storage level of 975 meters at the Wudongde Hydropower Plant (Wudongde HPP) on the Jinsha River on February 25-28. The expert group believed that the Wudongde HPP had met the conditions for impounding water to the normal storage level of 975 meters and gave consent to reservoir impoundment to such a normal storage level.
On the basis of listening to reports, checking documents, inspecting the site and fully discussing with all participating parties, the expert group prepared the Comments of the Expert Group on the Acceptance of Impoundment to the Normal Storage Level of 975 Meters at the Wudongde Hydropower Plant on the Jinsha River.
According to the impoundment plan, Wudongde HPP has previously completed three stages of impoundment successively and accomplished impoundment to the water level of 965 meters in late August 2020. With the approval of the Ministry of Ecology and Environment, Wudongde HPP carried out impoundment tests from December 2020 to May 2021, and the test results indicate that the water quality of the main stream in the Wudongde reservoir area remained stable on the whole.
On October 7, 2023, the Ministry of Ecology and Environment issued the Reply to the Environmental Impact Assessment Report on the Significant Changes in the Controlling Operating Water Level of the Wudongde Hydropower Plant on the Jinsha River, agreeing in principle to the overall assessment conclusion and various ecological and environmental protection measures proposed in the Environmental Impact Assessment Report.
The expert group stated that the Owner has fulfilled the national and local requirements for implementing the 975-meter impoundment management at Wudongde HPP. Wudongde HPP has been operating for three years with a controlled impoundment water level of 965 meters, and has effectively implemented the environmental protection measures and requirements for the impoundment period proposed in the Environmental Impact Assessment Report and its approval documents. Relatively Good results have been achieved in water environment treatment at the tail of the reservoir.
